Philip Edward Culpepper of Chapel Hill, NC died April 29, 2023 from complications associated with a neurodegenerative disease, Multiple System Atrophy (MSA). He was surrounded by his family in his final hours.
Philip was born in Portsmouth, VA on November 13, 1953. He is preceded in death by his parents Garland Richard Culpepper and Kathleen Wiggins Culpepper. He is survived by his brother David Stuart Culpepper and wife Cindy of Virginia Beach, VA and his brother Richard A. Culpepper and wife Linda of Chesapeake, VA.
Philip married Jennie Bob (JB) Bizal in 1982. They have two children: Alexander Robert Culpepper, who lives with his wife Sara Culpepper and their children Charlotte Marie and Emma Kathleen in Durham, NC, and Adam Garland Culpepper, who lives with his fiancée Lauren Guida in Nashville, NC.
Philip graduated from Fredrick Military Academy in Portsmouth, VA in 1972 after rising to the rank of Lieutenant Colonel. After working for several years, he attended and graduated from Virginia Tech with a B.A. in Urban Affairs in 1981. He graduated from the University of North Carolina at Chapel Hill in December 1982 with a Master’s in City and Regional Planning. Philip worked as a local government planner for cities and counties in the RTP area, as a real estate appraiser, and as a consulting planner over the years before retiring in 2015.
Philip was a proud father and grandfather, an amateur coppersmith, and an avid sporting clay enthusiast, just to name of few of his interests. He participated in both Virginia and North Carolina sporting clay State Championship competitions.
After cremation, the family plans a private service.
